Appropriate kits

I think you are basically proposing agricultural extension advice. See: http://69.89.31.196/~basixind/index.php?option=com_content&task=view&id=125&Itemid=153, for an example of it done well . I think 'kits' imply a level of homogeneity that would not be compatible with the idiosyncratic nature of agriculture.
For example, what crops you grow, depends on so many variables : availability of irrigation, training, market structure, soil quality etc ... It is probably also true that growing it en masse would expose it to a different set of factors (pests etc.. ) that would not be true of a small size sample.
